PHOTO ID REQUIRED IN ST. PAUL ELECTIONS* 
Through the investigation of St. Paul's charter in opposition of the Instant Run Off Vote 2009 ballot question, it has been discovered that ST. PAUL CITIZENS can submit petitions for a referendum on the 2010 ballot for just St. Paul. 
 
*90% of the voting public want Photo ID required.  Most voters "think" we already have this requirement.
